The Western Bloc is a group of nations led by the United States of America and other democratic governments that comprise about half of the entire world, while the rest are part of the Eastern Bloc. For 140 years, the two Blocs have been secretly fighting each other behind the curtains via the use of spies and secret agents. The leaders of the Western Bloc want to avoid this Cold War from turning into a global nuclear conflict and use their intelligence units to maintain the balance of power.
Zero Zero Organization[]
The main intelligence division founded and headed by Number Zero. The organization consists of ten groups, one of which is the Nine Number Group to which 009-1 works for.

- 00 Numbers: Male agents seen in the Nine Number Group, appearing in chapter 5. They resemble Cyborgs 002, 004, 005, 006, 007, 008, and 009 of Cyborg 009, but do not speak and only appear for a few pages.
- 009-7: A colleague of Mylene, appearing in chapter 5. She bears a strong resemblance to her, but has the ability to record video with the cameras in her eyes. She winds up killed in the chapter.

- Bart is a former sailor/agent who became a hopeless alcoholic and collaborator to Eastern Bloc spy Ingrid Gustav after losing his job and his savings.[1] He lives in Western Bloc military port town with his grandson, Billy, a kind-hearted boy who tries his best to help his alcoholic grandfather and oftentimes acts more mature than his age. He is unaware that his new surrogate mother, Mary, is in fact an Eastern Bloc spy.
- Mr. Ironheart: A veteran Western Bloc agent and highly skilled intelligence operative with a cybernetized body and a sharp mind. Early in 009-1's career, Mr. Ironheart worked together with her on a mission and taught her many skills - including (in his opinion) the most important thing for a spy: never get emotional during a mission. - Mars (Agent 020) is a veteran agent with an impressive resume. He was wounded in the arm when Eastern Bloc agents tried to kidnap Dr. Satonaka three years ago, but he still managed to stop them. [3]
- Nelson was Mylene's benefactor after saving her near the border where her parents were killed. After bringing her to the West, Nelson tries to discourage Mylene from pursuing the path of espionage but ended up inspiring her regardless. Several years later, Nelson betrays the organization from selling information to the Eastern Bloc to afford her beloved Patty's expensive treatments. [4]
- Phantom is the secret identity Western Bloc scientist Dr. Satonaka assumes when he begins to exact his revenge on the intelligence agents responsible for his beloved's death. He unfolds his plan in Episode 4 of the 009-1 anime. Phantom claims he is a member of the Golden Bat spy group, but later his castle gets attacked by Golden Bat troopers for reasons that are not made perfectly clear to the audience. It is implied that Phantom may have been associated with Golden Bat at first, but has since fallen out with them, for unknown reasons.
- Samuel Bullitt: A jack-of-the-trade agent with lots of contacts in the secret services of both the Western and Eastern Blocs. He plays the saxophone in a jazz band and wants to bring a true peace to the world. While he officially works for the west (his code number is 36), Sam secretly shares information with his like-minded comrades on both sides via musical scores. He is a cool and charismatic man who is not easily tricked or distracted from achieving his goals. He is also willing to risk his life to make the world a better place for others.[5]
Genetic Mutation Disposal Squad[]
A division led by Double Gomez upholding the Genetic Mutation Extermination Law to hunt down and kill those born with supernatural abilities.[6] It has an Eastern Bloc counterpart, where the apprehended mutants are captured for experimentation research in Dr. Green's Supernatural Power Research Facility.
